Speakers


David W. Alley



David is a 1991 graduate of the United States Military Academy at West Point where he earned a Bachelor of Science degree in Mathematical Economics and French Literature. Initially, David served as an AH-64 Apache Helicopter Pilot and Maintenance Officer in the U.S. Army where he focused on Armaments Procurement for the 101 st Airborne Division.

He later became a Middle East and North Africa Foreign Area Officer after graduating from the Defense Language Institute’s Arabic program and completing a Master’s Degree in Arab Studies at Georgetown University in Washington, DC. David spent his time in the Middle East working on Security Sector Reform with a specific focus on comprehensive assessments of Defense Ministries in Saudi Arabia, Morocco, Yemen, Lebanon and Iraq.

David retired from the U.S. Army in 2011 after serving as a Professor at the National Defense University in Washington, DC. Since retirement, David has served as a CEO, Vice President, COO and Senior Advisor for U.S., Emirati and Yemeni IT, Cybersecurity and Telecommunications companies in Yemen and the United Arab Emirates. He currently lives in Dubai and is the CEO for DarkOwl FZE, the international arm of DarkOwl LLC, an American DarkNet Intelligence company.

Laith Alkhouri



Laith Alkhouri is an internationally recognized intelligence advisor with nearly 2 decades in the intelligence community, analyzing complex threats and shaping intelligence strategies. and has served as an intelligence advisor to US and global governments and a range of enterprise entities on risk intelligence matters including terrorism, cybercrime, and intelligence program design. Mr. Alkhouri has testified before the US Committee on Homeland Security, serves as an on-air intelligence analyst for MSNBC/NBC News.

He’s founder and CEO of Intelonyx, a UAE-based intelligence advisory and distribution company focused on proactive intelligence solutions and services. He previously co-founded New York- based risk intelligence company Flashpoint where he headed advanced intelligence solutions.

Terms and Conditions


  • The Training is open for Police, Defense and Officers from Special Units only.
  • The participation in the Conference is Free of cost.
  • Admissions are limited to 100 participants only and are allocated on first come first served basis. The Participants need to be nominated by the respective departments and intimated to organizers.
  • All participants need to come with official Government Identity Card and should be shown at the registration counter.
  • No Strict Dress code is Mandated for the Training. However, the participants can choose formal wear depending on their convenience.
  • Lunch with High Tea is offered complimentary during the day for all the participants.
  • Audio and Video recordings in any form or any mode including mobile phones is not allowed. Photography is allowed in the training.
  • Travel Expenses to and from Hyderabad need to be take care by the participants only.
  • Participants who need accommodation can contact the Conference Director for facilitating the accommodation (for the dates of 17th October or 18th October 2022)
  • All participants need to wear face mask during the training and need to adhere to other Covid guidelines issued.
  • The Trainings are conducted in English Language Only. Hence the participants attending the trainings are expected to follow the English speaking Instructors.
  • The registration opens at 9:00 A.M and closes by 10: 30 A.M. on 18th October
